Getting Birth Records in East Feliciana

In-person visits are the only way to get a birth certificate through the East Feliciana Parish Clerk of Court. There is no mail-in service at the local level. You must bring a photo ID, pay the fee, and fill out a request form at the office. The clerk's website states clearly: "Persons who apply for a certified copy of a Birth or Death Certificate MUST produce a PICTURE ID."

One important rule specific to East Feliciana is the 3:00 PM cut-off for same-day service. The office's notice reads: "IF YOU ARRIVE AFTER 3:00 PM, YOU MAY FILL THE FORM OUT, PAY FOR IT, AND PICK IT UP THE NEXT BUSINESS DAY." So if your plan is to get the certificate in one visit, arrive before 3:00 PM. If you arrive late, you can still start the process and return the following morning to pick it up.

Death certificates in East Feliciana are limited to records from 2013 to the present. The office states: "PLEASE NOTE: WE CAN ONLY PRINT DEATH CERTIFICATES FOR THE YEARS 2013 TO PRESENT." For death records from before 2013, you will need to contact the state office in New Orleans at (504) 593-5100 or use the Louisiana State Archives in Baton Rouge.

For pre-1983 birth records, a manual state update may be needed. This can add 30 minutes to an hour to your visit. It is worth calling ahead if you are requesting an older record so the clerk can give you a sense of whether they anticipate any delays. Newborns require a 90-day waiting period before a certificate can be issued from either the local clerk or the state office.

If you cannot come in person, use VitalChek at vitalchek.com or 1-877-605-8562 for remote ordering. Mail orders sent to the state vital records office at 1450 Poydras St., Suite 400, New Orleans, take 8 to 10 weeks to process. For historical records, the Louisiana State Archives at 3851 Essen Lane, Baton Rouge, (225) 922-1208, holds older records that are past the 100-year confidentiality window.

No Birth Cards in East Feliciana Parish

This is one thing that sets East Feliciana apart from other Louisiana parishes. The office is explicit: "NOTE: WE DO NOT ISSUE BIRTH CARDS." Birth cards are a laminated wallet-sized document sometimes issued alongside a full birth certificate. Under LSA R.S. 40:39.1, a birth card can only be sold together with a birth certificate in parishes that do offer it. But East Feliciana Parish does not offer birth cards at all.

If you need a birth card in addition to your certificate, you will need to request it through the state office in New Orleans. The state vital records office does issue birth cards when requested alongside a full certificate. Keep this in mind if you are gathering documents for a specific purpose that requires both.

For most legal and official uses, the full long-form certified birth certificate is sufficient. Courts, Social Security offices, passport agencies, and most government programs accept it without a birth card. The card is typically used for informal identification purposes rather than legal documentation.

Who Can Request East Feliciana Birth Records

Louisiana law under LSA R.S. 40:36 makes birth records confidential for 100 years. Not everyone can get a certified copy. The East Feliciana Parish Clerk follows state law on who qualifies. Eligible requestors include the person named on the certificate, a current spouse, a parent, an adult child, a sibling, a grandparent, a grandchild, a licensed attorney, or a legal guardian with a valid court judgment.

Notarized papers and provisional custody mandates are not accepted as proof of guardianship. You must have a formal court judgment. If you have any question about whether your situation qualifies, call (225) 683-5145 before making the trip to Clinton. Staff can help clarify what you need to bring.

You also need a picture ID. This is a firm requirement at East Feliciana. One primary document, such as a state driver's license, military ID, or U.S. passport, is the easiest way to satisfy the ID requirement. If you only have secondary documents, bring two of them. Secondary documents are things like a Social Security card, an insurance card, or other official documents that show your name and identity.

Under LSA R.S. 40:61, submitting false information to obtain a vital record is a crime. The penalty can reach a $10,000 fine or five years in prison. This applies to requests at any Louisiana parish clerk's office, including East Feliciana.

Birth Certificate Fees in East Feliciana Parish

The fee for a full long-form birth certificate in East Feliciana Parish is $34.00. As noted above, birth cards are not issued here, so there is no combined certificate-plus-card fee. Death certificates cost $26.00 each. Check with the office about accepted payment methods before visiting, as some Louisiana parish offices are cash only.

If you need multiple certified copies, each costs the same flat fee. Getting two or three copies in one visit is often a good idea, especially if you will be submitting documents to multiple agencies. Once you have the certified copies in hand, you will not need to return to the office for duplicates unless you need additional ones later.

There are no extra charges for same-day service, provided you arrive before 3:00 PM. The only add-on cost would apply if a pre-1983 record requires a state update, but that adds time, not money, to the process.
