Livingston Parish Birth Records

Livingston Parish birth records are available through the Livingston Parish Clerk of Court, which operates two office locations so that residents across the parish can access certified Louisiana birth certificates without making a long drive. The clerk in Livingston and the Denham Springs branch both handle birth record requests, making this one of the more convenient parishes for in-person access to vital records.

Livingston Parish Clerk of Court

The Livingston Parish Clerk of Court is Kevin Pope. The main office is at 20300 Government Blvd., Livingston, LA 70754. There is also a second location in Denham Springs at 145 Del Orleans Ave., Bldg. 2, Suite E, Denham Springs, LA 70726. Both offices issue birth certificates for individuals born in Louisiana. This dual-location setup gives Livingston Parish residents two options depending on where they live or work. You can reach the clerk by phone at (225) 686-2216 or toll-free at (877) 854-1579. Email is kevin.pope@livclerk.org. The clerk website is at livclerk.org.

Office hours run Monday through Friday, 8:00 AM to 3:30 PM. Note that the closing time is 3:30 PM, not 4:30 PM. Do not arrive just before 4:00 expecting service. Applications must be submitted and signed in the presence of a Deputy Clerk, so you cannot drop off a form and pick up the certificate later. You need to be there in person while the application is processed.

How to Get a Birth Certificate in Livingston Parish

Visit either clerk location in person during business hours. The application must be filled out and signed while you are there, in front of a Deputy Clerk. You cannot pre-fill and drop off a form. Bring your ID and your payment. The clerk prints the certificate from the Louisiana Vital Records database at the time of your visit. Most requests are completed the same day.

The clerk issues birth certificates for individuals born anywhere in Louisiana, not just those born in Livingston Parish. So if you were born in New Orleans or Baton Rouge but live near Denham Springs now, you can still walk into the Livingston Parish office and get your certificate. The state database is the same regardless of which parish clerk accesses it.

If you need to change or correct anything on the certificate, that has to go through the state Vital Records office in New Orleans, not through the parish clerk. The clerk prints what is in the state system and cannot amend it locally. Contact Louisiana Vital Records at (504) 593-5100 or visit ldh.la.gov/vital-records for guidance on amendments.

For individuals who cannot visit either Livingston Parish location, the Louisiana Vital Records Registry in New Orleans accepts mail requests and walk-in visits. Mail takes 8 to 10 weeks. Online ordering through VitalChek at vitalchek.com is another option. VitalChek adds fees but is convenient for people who cannot make an in-person trip.

Note: Newborns must wait 90 days before a certificate is available through the clerk's system. Pre-1983 birth records may require a state update before printing, which can add time to your visit.

Who Can Request Birth Records in Livingston Parish

Louisiana birth certificates are closed records. Under LSA R.S. 40:36, they are confidential for 100 years from the date of birth. You must have a qualifying legal relationship to the person named on the record before you can request a certified copy at either Livingston Parish clerk location.

Eligible requestors include the registrant; that person's current spouse; a parent listed on the record; an adult child; a sibling; a grandparent; a grandchild; a licensed attorney representing the named person; and a legal guardian who has a court judgment of custody. Notarized letters are not accepted in place of a court order. The Louisiana Office of Vital Records and the parish clerk both require an actual judgment. Provisional paperwork will not be honored.

You must present ID at the time of your request. Bring one primary document or two secondary documents. Primary ID options include a current state-issued driver's license, a state photo ID card, a U.S. military ID with photo, a current U.S. or foreign passport, a Certificate of Naturalization, or a Certificate of Citizenship. Students in high school or below can use a current school yearbook or a school-issued ID card with a photo. Secondary documents alone require two of them.

Under LSA R.S. 40:61, submitting false information on a birth certificate application is a criminal offense. A person who makes a false statement faces a fine of up to $10,000 or imprisonment of up to five years, or both. The individual who signs the application is the one held responsible. Double-check every field before you sign.

Fees for Livingston Parish Birth Certificates

The Livingston Parish Clerk of Court charges $34.00 for a single certified birth certificate. A birth certificate and birth card together cost $48.00. Under LSA R.S. 40:39.1, a birth card cannot be purchased on its own. State law requires it to be sold only as a bundle with the full birth certificate. Death certificates issued at the clerk's office cost $26.00, but note that the clerk can only provide death certificates for deaths that occurred on or after July 7, 2012.

If you need to alter or amend a birth or death certificate, that process goes through Vital Records in New Orleans. The parish clerk cannot make changes to the information on file. For corrections to a record, contact the Louisiana Vital Records Registry directly at (504) 593-5100 or visit the state office at 1450 Poydras St., Suite 400, New Orleans, LA 70112.

If you order a Livingston Parish birth certificate through the state office in New Orleans directly, the state fee is $15.00 for a long-form certificate and $9.00 for a birth card. The pair is $24.00. The parish clerk fee of $34.00 is higher, which reflects the convenience of local access. For most residents near Livingston or Denham Springs, the local convenience justifies the price difference. Call ahead at (225) 686-2216 to confirm current fees and any payment method restrictions before your visit.

What to Bring to the Livingston Parish Clerk Office

Before you go to either the Livingston or Denham Springs office, get your documents in order. You need your ID. One primary document or two secondary documents. Cash or another accepted form of payment. Know the full name on the birth certificate you are requesting, the date of birth, and the place of birth as it appears on the record. If you are requesting for someone else, be ready to show how you qualify under the state's eligibility rules.

The application form is filled out at the office in front of a Deputy Clerk. You cannot bring a pre-completed form and expect it to be accepted without in-person verification. The signing requirement is a state process, not just a local preference. Budget time for this step during your visit.

If you are requesting a record for a person born before 1983, the Bureau of Vital Statistics may need to update the record before the certificate can be printed. This adds time. Arrive as early in the day as possible if your request involves a pre-1983 birth. Showing up right at 3:30 PM for a pre-1983 record may mean you do not get the certificate that day. Plan ahead and give yourself a buffer.

Note: The Livingston Parish Clerk cannot issue records for births outside Louisiana. If the birth occurred in another state, contact that state's vital records office directly.
